   With reference to G.O. No. 916/18-4-99-18(Budget-4)/99 dated 14-7-99. I have been desired to convey that following modification under the above mentioned G.O. for freight Rationalisation shall be effective for SSI units of the States sending cargo through ICD's/CFS. The amount would be paid Rs 1000/- per TEU through District Industries Center by the Budget allotment through Director of Industries, U.P. to the concerned General Manager, District Industries Center. The above mentioned amount shall be sanctioned by the Users Committee on the recommendation of concerned ICD/CFS. Committee of the concerned district shall sanction the amount to the extent provided. Users Committee shall be constituted as follows:-

1 Concerned District Magistrate Chairman
2 General Manager, District Industries Center Member Secretary
3 Manager, Exports, DIC
4 Leading Exporters of the district from SSI Sector Member
5 Incharge, Inland Container Depot/Container Freight Station Member


Members from the SSI Units shall be nominated by the District Magistrate concerned. The benefit of this Scheme shall be admissible to SSI Units. Export House, Trading House, Star Trading House and Super Star Trading House shall not be eligible under the scheme. This Scheme shall be implemented by Export Promotion Bureau.

Subject: Freight Ratoinalisation Scheme (Air Cargo)

  Vide G.O. No. 2001/18-4-99-18(Budget-4)/99 dated 14-7-99 under U.P. Export Policy 1998-2002 Freight Rationalisation Scheme has been initiated for the exporters of the State. After the due deliberation it has been decided to cover Air Cargo Complex under this Scheme.
 
  This Scheme shall be considered under following provisions:-

1 Eligibility of air cargo on which exemption is permitted - Fruits, perishable food items, floriculture
2 This exemption will be calculated ob freight charges paid from Air Cargo Complex to the gateway air port. The exemption on Airway Bill be Rs. 1/- per kg 5% max. Rs 50,000/- per unit annually.
3 This facility is admissible to all exporters of the State who have factories or registered  office in U.P. and availed services of State Air Cargo Complex.
4 The terms and conditions of the G.O. No. 916/18-4-99-18(Budget-4)/99 dated 14-7-99 shall be applicable under this scheme. The claims would be examined /approved by the District Users Committee. In case of any dispute the decision of U.P. Export Promotion Bureau shall be final. To the extent the budget allocated under above G.O. dated 14.7.99 stands modified.
5 These orders are issued with the concurrence of Finance Department order No. 6-621 dated 15.5.2000

   GUIDELINES FOR EXPORT FREIGHT RATIONALISATION ASSISTANCE SCHEME/CARGO SCHEME

1 This is scheme is operative upto 31.3.2002
2 'State' means the State of Uttar Pradesh
3 'Bureau' means the Export Promotion Bureau, Government of Uttar Pradesh.

Air Cargo facility is admissible to all the exporters whose registered office/factory is located in Uttar Pradesh and who have sent the goods through Air Cargo Complex of the State of U.P. as per terms and conditions indicated in the Policy.

5 Air Cargo Freight Assistance is available for fruits, perishable goods, and floriculture. Assistance is calculated on the air freight charges for the goods sent by the Air Cargo complex; to the gateway air port. The assistance is admissible @ Rs. 1/- per kg on Air Way Bill upto 5% of the freight cost and the maximum limit is Rs. 50,000.00 per unit per year.
6 Freight Rationalization Scheme for ICD/CFS is limited to SSI exporters only.
7 Freight Assistance on goods sent through ICD/CFS of the State shall paid Rs. 1000/- per TEU.
8 The claims of the unit shall be sanctioned by the Users Committee chaired by the DM of the district concerned and General Manager, District Industries Center concerned shall work as Member Secretary of the Committee. Incharge ICD/CFS/Air Cargo Complex shall also be Member of this Committee for certifying the claim.
